    Yes this is Phocomelia....and since the entire long bones of the upper limb are missing, I would call it - Micromelia.

    Also, the lower limbs are not visible in this image and if they are also affected I would call it - Quadrimembral Phecomelia


    The trunk also seems short ( unlike in achondroplasia ). If only the limbs were short then i would call this phecomelic dwarfism. I am wondering which category this would fit into ?

    We can't call this symmetric dwarfism, becos the limbs are affected by phecomelia and not just short.
