    Epispadias,and it's very very rare case .It occurs in around 1 in 120,000 male.

    Correct answer:

    Yes, it’s epispadias.

    A rare condition in which the urethra ends in a gutter-like opening on top of the penis. There’ll be erectile dysfunction and urination problems if uncorrected. Bladder ectropion is sometimes seen in this condition as well .
