Genetics - is in this case DNA damaged?

    Hello! I have a question for you people. I'm thinking about the question already for a long time, but since I'm not educated in the field of medicine or genetics, I'm not able to find the right answer alone.
    The situation:
    When someone is born for example with a heart disease, which is caused by a virus(mother got influenza during pregnancy, the virus damaged the fetus), does it mean that the DNA of the newborn person is damaged? Or the virus damages the fetus without any changes of the DNA of the fetus?
    I think that the deformation of heart can happen only when the DNA code is damaged, so the heart develops in a wrong way. But it's just my non-professional theory, so that's why I'm asking You.
